Potential and Challenges of Circular Economy as Sustainability Strategy in Businesses and Cities.

It is increasingly acknowledged that the linear ‘take-make-dispose’ economic model is reaching its limits, and initiatives to develop alternative economic models are emerging. Circular economy is currently getting a lot of attention, because it promises an industrial system that is restorative by design. Both businesses and cities are developing circular economy strategies.
However, circular economy is not without shortcomings as strategy for sustainable development. It is risky promoting a circular economy, where focus merely is on closing existing material flows and not trying to understand the dynamics of the present linear economy by questioning why we produce what, the challenge to closing material flows from the globalized, outsourced cheap production, and when and why products lose value to their users and become waste.
The company introduces potentials and challenges to circular economy from a business perspective and from an urban perspective. Theoretically the course integrates theories about product chains, value chains, social practices, user-oriented innovation and governance.
Three types of re-design processes are proposed, which are necessary to consider when developing circular economy business models within specific institutional and regulatory contexts: 1) re-designs of products and services based on considerations about necessary changes in roles of products, users, service, infrastructure, etc. 2) re-designing value chains both up-stream and down-stream and 3) internal organizational redesign of the business organization in order to integrate environmental concerns in product and strategy development, and From an urban perspective different roles in developing and supporting circular economy are introduced: 1) Public planning, 2) Public infrastructures, 3) Public procurement, 4) Public building and construction, 5) Local business development.
two about the Arena of development concept
- one about environmental management in product chains, where product chains are seen as an arena/space for environmental initiatives
- one about environmental design capability of companies which is relevant for considerations about organisational change as part of CE innovation and implementation
- one about action research as research approach and some Danish experiences.

Green growth or degrowth? Assessing the normative justifications for
environmental sustainability and economic growth through critical
social theory
Scientists agree that changes in the organization of human society and economy are needed to stop the
degradation of the natural environment. The most commonly proposed solution, green growth, has been
increasingly criticized, but the offered alternative of degrowth has remained a marginal undertaking in
academia and in practice. This article further develops the argument for degrowth. The article conducts a
comparative analysis of the normative foundations of green growth and degrowth using frameworks
from critical social theory. The analysis shows that green growth and degrowth work toward different
normative ideals that are justified in different ways. The analysis shows that degrowth has a stronger
normative justification than green growth and therefore, should be preferred. The article contributes to
the debate about green growth and degrowth by establishing normative grounds for focusing efforts for
environmental sustainability on degrowth rather than green growth.
Navigation ans Government in the Danish energy transition reflecting
changing Arenas of Development, controversies and policy mixes
The article discusses transition dynamics towards a Danish low-carbon society based on studies of energy production
and consumption. This article shows how the Arena of Development and policy mix approaches may
inform the analysis of system transition to a low carbon society. The Arena of Development approach is an actorcentred
approach that focuses on how path dependencies of socio-technical systems may be challenged when
controversies and matters-of-concern produce ‘arenas’ where established governance configurations and policies
of a socio-technical system are challenged. Re-organising actor-constellations are constitutional for arenas and
define their boundaries and the policies employed. We discuss the historic transitions in relation to four focal
areas of Danish attempts to become independent of fossil energy: wind-power integration in the energy system,
energy savings, biomass and sustainable mobility. The analysis demonstrates the conflicts and mixes of policy
measures that have moved transition processes forward, but sometimes also stalling them. The analysis shows
how changing controversies, arena configurations and policy mixes move forward the energy transition process.
Mapping and navigating transitions—The multi-level perspective compared with
arenas of development
Transitions of socio-technical systems imply the reconfiguration of institutions and politics making made
evident the need to understand and intervene in existing patterns of growth and socio-technical practices
in more sustainable directions. In recent decades, theories of transitions have been introduced, which
include the multi-level approach indicating ways to govern transitions through understanding the interactions
between niches, regimes and landscapes. An alternative approach is suggested, which takes its
outset in arenas of development and increased awareness of actors and their way of interpreting context
and performing interventions.
Building on three cases covering aspects of transitions since the 1970s, the article compares the two
approaches based on three concerns in relation to transition studies. The first concern reflects that conflicts
are important elements of change helping actors to navigate. The second concern builds on the
observation that actors engage at all levels in society including visions, institutions, and innovations.
The third concern addresses the role of academic theories and advice regarding governance of transition
processes in which they function as entrenched actors.
The article ends by emphasising the need to help actors navigate in a field in flux. The study of arenas
of development may help interpret transitions in the making, and provide a background of information
about how different actors can navigate and perform strategic interventions that support sustainable
transitions.
